| Human resource management in municipalities, as one of the main pillars of achieving organizational goals and improving the quality of public services, plays a decisive role in the efficiency of these institutions. Due to the breadth of their missions, the diversity of occupations, the sensitivity of urban services, and direct interaction with citizens, municipalities require an efficient, flexible, and forward-looking human resource system. However, in recent years, these organizations have faced numerous challenges in the areas of recruitment, retention, and succession planning for employees. Employment restrictions, competition with the private sector to attract specialized personnel, weaknesses in the incentive system, the absence of a clear career path, and a lack of planning for training and replacing key managers and employees are among the most important issues facing municipalities. The aim of this article is to examine the challenges of human resource management in municipalities, focusing on three main axes: recruitment, retention, and succession planning. In this regard, while explaining the strategic importance of human resources in urban governance, the obstacles in the process of recruiting competent human resources, the factors affecting employee retention, and the necessity of designing an appropriate succession planning system are analyzed. The results of this review indicate that the lack of coherent human resource policies, weaknesses in merit-based selection, the absence of a fair reward system, and limited opportunities for growth and promotion are among the main causes of human resource instability in municipalities. Furthermore, succession planning, as a strategic tool for ensuring continuity of organizational performance, is still not systematically implemented in many municipalities. Accordingly, it is recommended that municipalities provide the basis for improving the productivity and sustainability of their human capital by revising employment policies, strengthening the performance evaluation system, developing career paths, increasing employee motivation, and formulating targeted succession planning programs. |
