| This article, by raising the problem of the lack of a coherent analytical framework for the strategic utilization of legal capacities by educational management, addresses the question of how "legal engineering of educational policies" can be used to simultaneously enhance quality and equity in educational systems. The research method is descriptive-analytical, based on a systematic review and synthesis of theoretical literature and contemporary policy reports in the fields of education and law. The findings indicate that law is not merely a set of restrictive rules but rather a dynamic infrastructure for designing and restructuring educational processes that, if utilized intelligently, can lead to the equitable distribution of resources, improvement of learning quality, and reduction of structural inequalities. It was also found that the success of educational policies depends on the ability of managers to actively interpret laws, localize them at the implementation level, and strengthen strategic legal literacy; otherwise, seemingly neutral laws can lead to the reproduction of inequality. Finally, the article emphasizes the necessity of designing flexible laws based on intelligent accountability and tailored to the diversity of educational contexts. |
